I have been a long-time (around two years) user of www.StumbleUpon.com and I think the community is great.  Folks are generally easy-going and supportive of one another.  

The way it works is you download their toolbar and you can rate sites you visit with a ‘thumbs up’ or ‘thumbs down’.  Then you can hook-up with other like-minded Stumblers and take a peek at what they enjoyed.  

I have found that if you visit someone they are likely to reciprocate. I have not figured out exactly how their algorithm works but once in a while I see some large spikes in traffic to one of my sites due to stumblers visiting. 

Back to the topic at hand, I joined the paid traffic program yesterday and it was super easy and approval occurred within hours.  So far the visitors have not been clicking ads nor staying too long so I might have to do some tweaking as to which demographic I want to be sent.  I will post more after a couple of weeks of results are accumulated.
